Universal Protection of Human Rights

“Universal protection” is a synthesising heading — the worldwide UN machinery for human rights, as distinct from the regional systems of Unit III. Use it to give the overview map of Unit II in one paragraph. The universal system has two layers:

Charter-based bodies — created under the UN Charter and open to all: the Human Rights Council (with the UPR and special procedures), and behind it the General Assembly, ECOSOC and the High Commissioner.
Treaty-based bodies — committees created by specific treaties to supervise their own parties: the Human Rights Committee (ICCPR), the CESCR Committee (ICESCR), the CEDAW and CRC committees, and others.

Together they promote standards (UDHR, Covenants), monitor compliance (reports, reviews, complaints), and respond to violations — a global safety-net that sits above and alongside domestic protection.

🧩 WORKED EXAMPLE — mapping the universal system

Facts. “Describe the universal protection of human rights.”

Rule. Split the UN machinery into Charter-based and treaty-based bodies.

Apply. Charter side: Council, UPR, High Commissioner. Treaty side: the Human Rights Committee and the other treaty committees monitoring their conventions.

Conclusion. Two layers — Charter-based and treaty-based — is the clean structure the marks reward.

UDHR, 1948, Preamble: the Declaration is “a common standard of achievement for all peoples and all nations.”

In Simple Terms: “Universal” means the whole-world UN system — one set of standards and two sets of watchdog bodies (those born from the Charter and those born from particular treaties).
