UN High Commissioner for Human Rights

For nearly fifty years the UN promoted human rights with no single official in charge of them. That changed on the day the 1993 Vienna Conference ended: the General Assembly created one senior post to lead the whole effort — the High Commissioner for Human Rights.

The UN High Commissioner for Human Rights is the principal UN official with responsibility for human rights, heading the Office of the High Commissioner (OHCHR) in Geneva.

• Created by General Assembly Resolution 48/141 in 1993, on the recommendation of the Vienna Conference.
• Rank and appointment — an Under-Secretary-General, appointed by the UN Secretary-General with the General Assembly’s approval, for a four-year term.
• Mandate — to promote and protect all human rights worldwide; coordinate UN human-rights activities; respond to serious violations; provide technical assistance to States; and support the Human Rights Council and the treaty bodies.
