Facts.

Workmen espoused the dispute of a dismissed assistant medical officer who was not himself a “workman”.

Issue.

Does “any person” in the definition of industrial dispute cover anyone at all?

Held.

“Any person” is limited to a person in whose employment or non-employment the workmen raising the dispute have a direct and substantial interest — a community of interest.

Why it matters.

It fixes the outer boundary of the industrial-dispute definition and is a standard citation on espousal.
